“To ensure that we do not arm the enemy, we need to first hold the line on export controls and close the loopholes,” Dmitri Alperovitch, chair of think tank Silverado Policy Accelerator, testified Thursday before the House’s select panel focused on China. “Providing China with cutting-edge AI chips is the modern equivalent of selling rockets to the Soviets during the moon race.”
