This report provides background on U.S. production and trade of steel mill products. It is the first in a series of reports on the U.S. steel and aluminum industries intended to inform policy discussions on border pollution measures (BPM), which are policies that address carbon and other greenhouse gas (GHG) leakage and the competitive advantage in low-emissions production.
