    • Create a North American Resilient Reserve for Strategic Defense Critical Minerals
  3. Countering China
    • Joint Action on Combatting Forced Labor for Select Critical Minerals
    • Establish a Trilateral Early Warning System for Critical Mineral Supply Disruptions
    • Establish a Trilateral Outbound Investment Screening Mechanism for Critical Minerals
    • Establish a North American Economic Security Council for Sanctions and Export Control Alignment
    • Jointly Invest in Third Country Mineral-Rich Regions
  4. Promoting a North American Mineral Recovery and Recycling Initiative
    • Develop North American Mineral Recovery and Recycling Principles
    • Establish a North American Strategic Mineral Recovery and Recycling Initiative
    • Refine HTS-10 Digit Breakouts to Better Track Flow of Minerals in "Waste and Scrap"
