David Kelm is a Senior Policy Analyst at Silverado Policy Accelerator, where his portfolio spans critical minerals, the circular economy, and international trade. His work focuses on how supply chain vulnerabilities, resource competition, and industrial policy shape economic security and the U.S. energy transition. He leads Silverado’s legislative engagement across these portfolios and conducts research and analysis on strategies to strengthen critical mineral supply chains through recycling and secondary sourcing, allied coordination, and trade policy tools.
Prior to joining Silverado, David served as a researcher at the Sié Chéou-Kang Center for International Security and Diplomacy at the University of Denver’s Josef Korbel School of International Studies. He holds a master’s degree in international human rights, with a certificate in global environmental change and adaptation, as well as bachelor’s degrees in political science and English.
