About
Mr. Lowe brings more than fifteen years of experience working at the intersection of national security, technology development, and economic policy. His expertise spans export controls, ICT supply chain risk review, import safety and security, research security, and foreign investment review. Prior to joining Silverado, Mr. Lowe served as Director of Compliance and Enforcement at the Bureau of Industry and Security's Office of Information and Communications Technology and Services (OICTS), where he led efforts culminating in a Final Determination against Kaspersky Labs, and created the compliance framework underpinning the ICTS Connected Vehicles Rule. He also served at DHS headquarters where he helped to build the Office of Trade and Economic Security, and coordinated DHS's contribution to a range of ICT supply chain and national security initiatives. Mr. Lowe began his government career at U.S. Customs and Border Protection, where he coordinated nationwide import investigations, conducted foreign site visits in Asia to support trade remedy actions, and helped to establish the formal process and investigatory framework for the Enforce and Protect Act. Outside of government, Mr. Lowe has practiced law in an international business litigation context, served as the director for export controls for two large research universities, and worked for the United Nations to help stakeholders in African and Central Asian countries increase their export capacity to access developed markets. He holds a bachelor’s degree in Economics, a Juris Doctorate, and a LL.M. in international law and economics, with a focus on finance, trade, and global competitiveness.
