About

Maureen Hinman is the Co-Founder and Executive Chair of Silverado Policy Accelerator. Ms. Hinman is a leading policy expert on the intersection of energy, environment, and the economy, and has over two decades of experience as a trade policy expert and trade negotiator, spanning the public, private and non-profit sectors. Immediately prior to co-founding Silverado Policy Accelerator, Ms. Hinman served as Director for Environment and Natural Resources at the Office of the United States Trade Representative. At USTR she led negotiations and policy development on environmental goods, services, and natural resource conservation across multilateral, regional, and bilateral platforms. Ms. Hinman also served as the U.S. Department of Commerce’s senior industry trade specialist leading international policy development and interagency advocacy for the U.S. environmental technology industry.

Prior to entering federal service Hinman consulted on regional integration and trade policy implementation at a Washington-based economic policy consultancy. Ms. Hinman serves as a cleared advisor to USTR and Member of the Trade and Environment Policy Advisory Committee (TEPAC). She also serves on the Bipartisan Policy Center's Climate and Trade Advisory Council, and as a policy advisor for the Carbon Leadership Council's Center for Climate. As a prominent voice in her field, Hinman has published numerous technical papers on trade and economic security issues, and regularly presents to domestic and international audiences including senior government officials and Members of Congress. In 2024, Hinman testified before the U.S. Senate Committee on the Budget providing expert analysis on strategic EV supply chain vulnerabilities and the industrial policy levers necessary to secure U.S. leadership in the energy transition.

She has been named to Washingtonian Magazine’s “Tech Titan” list for four consecutive years (2022–2025) and currently serves on the Board of Directors of the Washington Ballet. In 2024, she was awarded an honorary doctorate from the University of Denver in recognition of her contributions to public service and environmental leadership.
