The United States is a significant steel manufacturer, consumer, and importer, with U.S. producers participating in each stage of the steel manufacturing value chain. The U.S. steel industry is also widely distributed across the country, with establishments in many states engaged in producing raw steel and/or purchasing steel to produce other steel mill products. This report, a follow-up to Silverado’s report Steel Mill Products: U.S. Production and Trade, examines the current state of iron and steel production at the state level. It is the second in a series of reports on the U.S. steel and aluminum industries intended to inform policy discussions on border pollution measures (BPM), which are policies that address carbon and other greenhouse gas leakage and the competitive advantage in low-emissions production.
